Chicago, IL – Chicago’s Mayor Rahm Emmanuel has a pro-capitalist, neoliberal agenda and it's no secret that his priority in this city are the wealthy residents of posh lakefront neighborhoods like the Gold Coast, Lincoln Park and Lakeview.
